East Bay Agency for Children (EBAC) was founded in 1952 by local parents and has grown from a small program serving 18 children into a comprehensive regional agency making a lasting impact on more than 17,000 children, youth and families every year. For more than 50 years, EBAC has maintained a reputation of excellence in the services we provide. EBAC’s programs are recognized as regional, state and national models and provide an integrated culturally appropriate approach addressing core issues at the heart of the challenges facing our children and communities. EBAC predominantly serves at-risk, low-income, communities of color, newly immigrated, refugee and migrant families, in Alameda and Contra Costa Counties, with 85% served receiving federally subsidized student lunches, and 95% with incomes falling within the HUD “Very Low Income” guidelines. In keeping with our mission statement, EBAC’s 13 programs are “dedicated to assuring the health and educational well being of children and families through specialized therapeutic, educational and peer support.
- Specialized Therapeutic and Educational Services
- Fremont Day Treatment Program, Conley Day Treatment Program, New Haven Day Treatment Program, Sequoia Day Treatment Program, Lafayette Day Treatment Program and Oakland Day Treatment Program provide children, suffering from severe emotional difficulties, secure and supportive places to learn and make successful transitions to mainstream school environments.
- Therapeutic Nursery School, in Oakland, is an intensive day treatment program licensed to serve 21 children ages two and one-half to five years old, providing early childhood education and comprehensive mental health services.
- School and Community Based Prevention Programs
- Prevention and Life Skills (PALS) Program fosters school success for children and youth by offering counseling and individual therapy to build self-esteem, improve behavior and develop teamwork skills on 26 public school sites in Oakland, Fremont, Hayward, San Lorenzo and Livermore.
- Child Assault Prevention (CAP) Training Center teaches children, youth, parents, teachers and other service providers how to recognize and respond to abusive and unsafe situations.
- Circle of Care- Grief and Illness Support Program helps children and families who have been devastated by illness or are coping with loss, serious illness and trauma through support groups, individual and group counseling and networking.
- Probation Mental Health Program provides individual counseling and case management for children and youth in partnership with the Alameda County Probation Department and public schools.

Student and Family Support Services
- Hawthorne Family Resource Center (HFRC) is located in Oakland’s Fruitvale district. It offers an after school program, mental health counseling, a parent center, a new parenting education program for families with children ages 0-5, and an on-site medical clinic
- Fremont Healthy Start provides multilingual school support, family assistance, health education, legal assistance and ongoing case management services to over 2000 families with children in the Fremont Unified School District and City of Fremont.
- Sequoia Healthy Start, located in Oakland at Sequoia Elementary School, includes a comprehensive after school program, mental health counseling, and parent education workshops.
