Director of Clinical Services (Day Treatment Department)

East Bay Agency for Children (EBAC) is dedicated to the health and educational well-being of children and families through specialized therapeutic, educational and peer support services.

With a staff of 150 and 200 volunteers, we serve19, 000 children, youth and families via 13 primarily school based programs throughout Alameda County

We are currently seeking qualified candidates for the following position:

TITLE: Director of Clinical Services (Day Treatment Department)
ACCOUNTABILITY: Executive Director

A. FUNCTION

The Director of Clinical Services provides clinical vision, oversight and direction for the Day Treatment Department which includes 7 programs for children aged 2 ½ through high school. In collaboration with the Executive Director and Director of School and Community Services sets and implements the clinical vision for the overall agency. Oversight of a $2.8 million budget

B. QUALIFICATIONS and COMPETENCY FACTORS

  1. Masters or PhD. degree in mental health or related field required.
  2. Possess a valid California Board of Behavioral Sciences/Board of Psychology clinical license, plus 2 years experience required.
  3. At least five years increasingly responsible management and mental health experience in providing mental health services for diverse children and youth.
  4. Demonstrated knowledge and experience in working with county mental health and school systems. Special education, day treatment, milieu experience preferred.
  5. Successful program development and implementation experience.
  6. Demonstrated successful experience in improving and/or expanding existing programs.
  7. Have experience in creating, monitoring and providing services within balanced budgets. Grant writing experience preferred.
  8. Have demonstrated ability to work cooperatively as a team player, excellent interpersonal skills, and a commitment to EBAC Mission and Values.
  9. Ability to set, monitor and meet deadlines and manage multiple tasks simultaneously.
  10. A valid California driver’s license, auto insurance and access to use an automobile as needed.
  11. Language skills that include the ability to read, analyze, and interpret financial reports and legal documents. Ability to write that conforms to prescribed style and format.
  12. Ability to present information to top management, public groups, or boards of directors.
  13. Ability to respond to common inquires or complaints from parents or agencies.
  14. Strong experience with Medi-Cal documentation and billing required.
  15. Computer skill in Word, Excel, and email required. Database experience preferred.

C. RESPONSIBILITIES (Those with an asterisk are essential duties.)

  1. *Provides high quality clinical and administrative supervision and support for EBAC Day Treatment program directors.
  2. *Ensures Continuous Quality Improvement activities that meet or exceed all audit, contract, legal and ethical requirements.
  3. *In collaboration with the Director of School and Community Services, provides and arranges excellent agencywide clinical training.
  4. Coordinates and ensures excellent department training and supports consistent excellence in program training.
  5. Coordinates graduate and undergraduate intern recruitment activities.
  6. Develops and maintains strong relationships with funders and county administrators.
  7. *Develops, communicates and monitors high quality clinical policy and procedures.
  8. *Actively participates in accurate and timely preparation and monitoring of day treatment program budgets. Assure all day treatment programs meet budget requirements.
  9. Develops and implements annual department strategic plans, support program strategic plans in concert with overall strategic direction of agency.
  10. Actively and cooperatively participates in Senior Management Team leadership of agency, leads Quality Assurance Leadership Team and participate in Large Management Team.
  11. Provides support and information to Board of Directors as needed.
  12. Performs other duties as assigned.

D. WORKING CONDITIONS and JOB SETTING

  1. Work is in a variety of settings: primarily in our administrative offices or program sites programs. Must be able to climb stairs in various buildings.
  2. Because sometimes the work is directly with children, full mobility is required for standing, walking, sitting, using hands, climbing, balancing, stooping, kneeling, crouching, and crawling. Adequate vision, hearing and ability to communicate verbally are required.
  3. Ability to work in potentially challenging work conditions and environments.
  4. Regular driving is required.
  5. Periodic lifting up to 40 pounds is required.
  6. Needs CPI, First Aid and CPR training certification either prior to or within six months of employment.
