Chief Financial Officer
East Bay Agency for Children (EBAC) is dedicated to the health and educational well being of children and families through specialized therapeutic, educational and peer support services.
EBAC has an immediate Full Time position for Chief Financial Officer (CFO).
The Chief Financial Officer manages budget preparation and monitoring, oversees government contract management and reporting, supports and monitors agency facilities/operations and information technology, manages all finance and accounting functions consistent with EBAC values.
B. QUALIFICATIONS and COMPETENCY FACTORS
1 Masters Degree in Business or Accounting required, CPA preferred.
2. Minimum 5 years experience in managing financial department required, non-profit experience preferred.
3. Experience in managing staff required.
4. Experience in facilities management and MIS preferred.
5. Ability to work with staff, contractors, management and board of directors required.
6. Ability to set and meet deadlines and manage multiple tasks simultaneously.
7. Have demonstrated ability to work cooperatively as a team player, good interpersonal skills, commitment to EBAC Mission and Values.
8. Language skills that include the ability to read, analyze, and interpret financial reports and legal documents. Ability to respond to common inquires or complaints. C. RESPONSIBILITIES (Those with an asterisk are essential duties.)
1. *Manages process of budget development, forecasting and reporting.
2. *Develops and oversees accounting functions and systems, internal and external financial reporting that allow for financial planning, audit and tax preparation.
3. *Oversees government contracts grants management: ensures reporting deadlines are met, manages government contract development, monitors financial portions of all agency contracts and grants, works with the program managers to monitor program government contract obligations, and financial reporting to all funders.
4. *Provides high quality supervision and support for Finance and Operations staff.
5. *Supports successful development and management of agency MIS systems; oversees purchasing, maintenance and integration of all agency hardware and software.
6. *Supports and monitors internal data reporting and integration with county PSP system.
7. *Manages financial resources including planning, borrowing, and investing.
8. Supervises purchasing, facilities, leases and operations.
9. Actively and cooperatively participates in Senior Management Team leadership of agency and provides leadership for the Finance and Administration Leadership Team.
10. Provides support and information to Board of Directors as needed and regular staff support and information to the Board Finance and Administration Committee.
11. Performs other duties as assigned.
D. WORKING CONDITIONS and JOB SETTING
1. Agency headquarters is in a four-story building with stairs that need to be climbed for multi-level access for meetings with staff and inspection of properties.
2. Periodic driving is required.
3. Periodic lifting up to 25 pounds is required.

School Based Mental Health Clinician/PALS
EBAC's Prevention and Life Skills Program (PALS)is seeking a Full Time School Based Mental Health Clinician. The PALS program provides school based counseling in Oakland, Hayward, and Fremont schools. This position reports to the Program Director.
FUNCTION
The Clinician, as a member of the PALS (Prevention and Life Skills) team, provides school based counseling to children and their families. Performs assessments, articulates diagnostic formulations, and make recommendations. Provides case management services and make referrals. Consults with teachers and site administration.
QUALIFICATIONS and COMPETENCY FACTORS
1.LCSW, MFT, or license eligible with BBS.
2.Experience in play therapy with children, and in group and family therapy preferred.
3.Sensitivity to the needs and life circumstances of inner city low income communities.
4.Experience in school-based social work or prior teaching experience.
5.Ability to work as a team member and contribute to program development.
6.Ability and willingness to maintain clear and complete records, meet deadlines for written reports, and compile and report monthly statistics.
7.Language skills that include the ability to read, analyze, and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, and government regulations. Ability to write routine reports, correspondence, and field notes. Ability to speak effectively before groups of children, with mental health professionals, with parents or guardians, with teachers, with school administrators, and with interns and volunteers.
8.Ability to drive with valid driver's license, auto insurance, and access to use of an automobile as needed.
9. Bilingual in Spanish/English preferred.
RESPONSIBILITIES (Those with an asterisk are essential duties.)
1.*Provides individual, group and family counseling.
2.*Provides consultation to teachers and site administrators on a variety of topics including child development, behavior management, learning styles of children, and various mental health considerations.
3. *Completes comprehensive child/family assessment, formulates diagnostic pictures, and communicates recommendations to school and family.
4.*Maintains case records, including charts, treatment plans, termination summaries, statistics reports, and other reports as required.
5.*Provides case management services for children and families.
6.Participates as member of the PALS team by contributing to program development and planning.
7.Provides case presentations at clinical team meetings.
8.Participates in core team meetings at Target schools.
9.Supervises para-professionals, volunteers, and interns as program demands.
10.Performs other duties as assigned.
WORKING CONDITIONS and JOB SETTING
1.Work is primarily in a classroom setting with children or youth. Program Director's headquarters is in a two-story building with stairs that need to be climbed for access to the second floor.
2.Because work is directly with children, full mobility is required for standing, walking, sitting, using hands, climbing, balancing, stooping, kneeling, crouching, and crawling.
3.Some work is in potentially rough school settings, with broken windows as an example, and with high noise levels at times.
4.May need to use child-size chairs for sitting.
5.Regular driving is required.
6.Periodic lifting up to 25 pounds is required.

Director of Clinical Services
East Bay Agency for Children (EBAC) is dedicated to the health and educational well being of children and families through specialized therapeutic, educational and peer support services.
The Director of Clinical Services provides clinical vision, oversight and direction to all aspects of the EBAC organization. Develops and supports agencywide training consistent with EBAC values. Ensures Continuous Quality Improvement activities to meet or exceed all contract, legal and ethical requirements. Provides clinical and administrative supervision for Day Treatment programs and clinical consultation for School and Community Based Services programs.
QUALIFICATIONS and COMPETENCY FACTORS
1. Masters degree in counseling or related field required, PhD. Preferred.
2. Possess a valid California Board of Behavioral Sciences/Board of Psychology Clinical License, plus 2 years experience required.
3. At least five years increasingly responsible management and mental health experience in providing mental health services for diverse children and youth.
4. Demonstrated knowledge and experience in working with county mental health and probation systems, day treatment, milieu and school based settings preferred.
5. Successful program development and implementation experience. Demonstrated successful experience in improving and/or expanding existing programs.
6. Have experience in creating, monitoring and providing services within balanced budgets.
7. Have demonstrated ability to work cooperatively as a team player, excellent interpersonal skills, and a commitment to EBAC Mission and Values.

5. Coordinates graduate and undergraduate intern recruitment activities.

7. *Develops, communicates and monitors high quality clinical policy and procedures.
8. *Actively participates in accurate and timely preparation and monitoring of day treatment program budgets. Assure all day treatment programs meet budget requirements.
9. Actively and cooperatively participates in Senior Management Team leadership of agency, leads Quality Assurance Leadership Team and participate in Large Management Team.
10. Provides support and information to Board of Directors as needed.
11. Performs other duties as assigned.

Mental Health Rehabilitation Specialist
East Bay Agency For Children (EBAC) is dedicated to the health and educational well being of children and families through specialized therapeutic, educational and peer support services. The Lafayette Day Treatment program provides comprehensive mental health and special education services to children aged 5-8 years whose emotional difficulties seriously interfere with school functioning. This program is located on the Lafayette Elementary School site in Oakland.
We are currently seeking a Mental Health Rehabilitation Specialist to provide individual and group intervention and supervision in classroom and program activities for severely emotionally disturbed children. We are seeking applicants for a full time benefited position. This position will begin immediately and include a 5 week summer school session ending July 25th, a 4 week summer break and then work will resume August 18th for the full 2008-2009 school year.
QUALIFICATIONS and COMPETENCY FACTORS
1. College degree in the field of psychology, counseling psychology, sociology, or social work, and the required number of years experience as listed below relative to the degree:
• Baccalaureate Degree + 2 years full-time experience in a mental health setting.
• Associate Degree + 3 years full-time experience in a mental health setting. Two of the three years must be post degree clinical experience.
2. Previous experience in milieu treatment or classroom education setting highly desirable.
3. Ability to work with a multi-disciplinary team.
4. Skills in arts, crafts, music, sports, and games highly desirable.
RESPONSIBILITIES (Those with an asterisk are essential duties.)
1. *Assist children in the management of disruptive, assaultive, and out of control behavior. Provide crisis intervention utilizing multiple therapeutic behavior interventions, including the use of physical restraint.
2. Help children manage program transitions including to and from buses if applicable.
3. *Cooperate with teaching staff while supporting their activities in the classroom.
4. *Carry out specialized group and individual activities with children.
5. *Record progress notes and other charting requirements as necessary in a timely manner.
6. *Participate in staff meetings; trainings; and treatment planning and clinical reviews.
7. *Consult with Program Director, Clinicians, and classroom staff on individual children’s progress.
8. *Participate in overall program development as member of treatment team.
9. Maintain program supplies as appropriate to specialized projects such as Shop, Expressive Arts and Skills groups.
10. Other duties as assigned.
WORKING CONDITIONS AND JOB SETTING
1. Work is primarily in a classroom or office and an enclosed outdoor play yard setting with children. Work is directly with SED children who can at times become aggressive. Therefore, full mobility is required for standing walking, sitting, using hands, climbing, balancing, stooping, kneeling, crouching, and crawling.
2. Must complete certification in non-violent crisis intervention as provided by Crisis Prevention Institute, Inc.
3. Noise levels may be high at times.
4. Periodic lifting up to 25 pounds is required.

CAP Mental Health Clinician
The East Bay Agency for Children (EBAC), a leading provider of childrens mental health services, has openings for Mental Health Clinician in our school-based, Child Assault Prevention Training Center (CAP) Mental Health Services program.
Licensure supervision provided. Bi-lingual English/Spanish language skills required. Responsibilities include individual and group counseling, case management, consultation, and related duties. Interested candidates must have experience providing psychotherapeutic and casework services to youth and families in a multi-cultural environment. Program serves the Hayward and San Lorenzo school districts, plus additional South Alameda County locations; clinicians are placed at school sites
FUNCTION
